Research on Value Implications and Strategies for Enhancing the International Influence of Philosophy and Social Sciences at China’s Leading Universities

摘　　要：教育强国应当具有强大的国际影响力。就高等教育而言,增强高校哲学社会科学国际影响力是建设高等教育强国的重要方面。运用高等教育国际化与国际学术关系理论,对21所“双一流”建设高校建设方案进行分析发现:相关高校对哲学社会科学国际影响力内涵的定位,呈现出从关注显性指标到纳入隐性影响,从追随国际范式到凸显中国特色,从聚焦内向型的“引进来”到强化引领性的“走出去”,从专注学术影响到指向战略贡献,从突出国际竞争到建立全球视野五方面演进特征;国际影响力提升仍面临着顶尖人才储备、成果产出、学科辐射和服务贡献方面的不足;应对挑战,相关高校形成了以学科建设谋求突破、以人才引育集聚动力、以学术发展奠立基础、以社会服务牵引方向、以文化引领凸显特色、以全球战略拓展视野的策略举措。有鉴于此,我国高校需在制度改革和机制建设上进一步鼓励“扎根本土、全球视野、中国贡献”的理念与实践。A powerful country in education should have strong international influence.Enhancing the international influence of philosophy and social sciences in universities is a crucial aspect of building a powerful country in higher education.Using theories of higher education internationalization and international academic relations,an analysis of the development plans of 21 Double First-Class universities reveals that these universities’positioning of the international influence of philosophy and social sciences shows an evolution in five key areas:from focusing on explicit indicators to incorporating implicit influence,from following international paradigms to emphasizing Chinese characteristics,from an inward-focused“bringing in”strategy to a more outward-leading“going out”approach,from concentrating on academic influence to contributing strategically,and from highlighting international competition to establishing a global vision.The enhancement of international influence still faces challenges in areas such as top-tier talent reserves,output of results,disciplinary influence,and social contributions.In response,these universities have adopted strategies including breakthroughs in disciplinary construction,talent recruitment and aggregation,academic development as a foundation,social services as a guiding direction,cultural leadership to highlight unique features,and global strategies to expand their vision.In light of this,Chinese universities should further promote the idea and practice of“local roots,global vision,and Chinese contribution”through institutional reform and mechanism construction.
