摘　　要：分析了在教育行政部门与交通运输主管部门协同管理航海教育的体制机制框架下,政府部门、航海院校及航海院校一线教学单位所呈现的航海教育管理问题及现象,探究了问题的症结所在,并从顶层规划设立航海教育专家咨询机构及质量监测平台、构建全国统一的船员培训课程确认标准、完善航海教育与船员岗位适任资格等效认可的有机衔接机制、打通教育行政部门与交通运输管理部门之间对航海院校的绩效考核体系指标互认等四个方面提出了相应的改革建议。This paper analyzes the problems and phenomena of navigation education management at the level of government departments,navigation colleges and first-line teaching units of navigation colleges under the institutional framework of cooperative management of navigation education by education administrative departments and transportation competent departments,and explores the crux of the problems.Corresponding reform suggestions are put forward from four aspects,including the establishment of Marine education expert consulting institutions and quality monitoring platforms,the establishment of national unified confirmation standards for seafarer training courses,the improvement of the organic connection mechanism between maritime education and equivalent recognition of seafarer qualifications,and the mutual recognition of performance appraisal system indicators between education administrative departments and transportation management departments.
