摘 要:区域学分银行在经过一段时间的研究和实践后,已积累了丰富的经验,也出现了新的困境阻碍着国家学分银行的建设与发展。在资历框架视域下,学分银行作为统筹职业教育、高等教育、继续教育的关键内容,是促进社会劳动力转型、构建技能型社会的重要抓手。基于新时代赋予学分银行新的使命,通过对资历框架和学分银行的分析,揭示当前国家学分银行建设内在逻辑和难点问题,从学分银行制度模式与服务范围、认证平台与法制保障等方面提出针对性路向,为教育领域的创新发展提供有力支持。After a period of research and practice,regional credit banks have accumulated rich experience and new dilemmas have emerged to hinder the construction and development of national credit banks.Under the perspective of the qualifications framework,credit bank as a key element in integrating vocational education,higher education and continuing education,is an important hand in promoting the transformation of social labor force and building a skill-based society.Based on the new mission of credit banks in the new era,through the analysis of the qualifications framework and credit banks,we reveal the internal logic and difficult problems of the current construction of national credit banks and put forward targeted directions in terms of the institutional model and service scope of credit banks,the authentication platform and the legal guarantee in order to provide a strong support for the innovative development of the education field.
