摘  要:理清开放教育利益相关者类别、主体诉求和现实困境对开放教育治理中的多元主体实现善治具有重要意义。基于利益相关者理论厘定了开放教育利益相关者类别,构建了开放教育利益相关者分类图谱。基于此,分析开放教育利益相关者呈现的价值各异的主体诉求,根据其“受困于体制机制障碍导致公共利益难以最大化、受限于资历框架进程导致打造共享利益机制受阻、受制于科学范式评价缺陷导致各方利益无法维护”的现实困境,勾勒出开放教育利益相关者的善治框架和善治进路。It is of great significance to clarify the categories of stakeholders,subject appeals and realistic dilemma for achieving good governance by multiple subjects in open education.Based on the stakeholder theory,the categories of stakeholders in open education have been defined,and a classification map of stakeholders in open education has been constructed.Based on this,this paper analyzes the subject appeal of open education stakeholders with different values.According to the realistic dilemmas,such as“being trapped in the barriers of system and mechanism makes it difficult to maximize public interests,being restricted by the process of qualification framework makes it difficult to build a shared benefit mechanism,and being constrained by the defects of scientific paradigm evaluation makes it impossible to safeguard the interests of all parties”,a good governance framework and approach of stakeholders are outlined in open education.
