公共卫生韧性视角下社区自组织效率内涵质性分析

摘　　要：目的从公共卫生危机治理的视角出发,对社区自组织效率的内涵进行深入探讨,以期为提升社区自组织在应对突发公共卫生事件方面的效率提供理论支撑和实践指导。方法基于公共卫生韧性周期分析框架,采用文献梳理与质性访谈相结合的方法,于2023年7—9月共收集22份访谈资料,并通过运用NVivo 12软件对访谈资料进行质性分析。结果整理194个有效初始节点,识别出96个概念化标签、24个初始范畴、10个主范畴、4个核心范畴。其中,核心范畴包括资源获取效率、组织动员效率、社会服务效率和秩序恢复效率。结论为了确保社区自组织能够高效应对突发公共卫生事件,必须加强培养并提升其所蕴含的“社区自组织效率”的积极方面,提高社区的整体抗风险能力和效率,才能更好地高效应对突发公共卫生事件,进而构建具有韧性的公共卫生体系。Objective To explore the connotations of community self-organization efficiency from the perspective of public health crisis governance,to provide theoretical support and practical guidance for improving the efficiency of community self-organization in responding to public health emergencies.Methods Based on the public health resilience cycle analysis framework,this study used a combined method of literature review and qualitative interviews.From July to September 2023,a total of 22 interview transcripts were collected and qualitatively analyzed using NVivo 12 software.Results A total of 194 valid initial nodes were sorted and 96 conceptual labels,24 initial categories,10 major categories,and 4 core categories were identified.The core categories included efficiency of community organization in resource acquisition,mobilization,efficiency of social services,and restoration of order in response to public health emergencies.Conclusions To ensure that community self-organization can effectively respond to public health emergencies,it is necessary to strengthen and enhance the positive aspects of"community self-organization efficiency",improve the overall risk resistance and efficiency of the community,and thus build a resilient public health system.
