摘  要:在全球科技竞争日益激烈的背景下,创新联合体在5G技术、芯片技术、人工智能技术及新能源汽车、生物医学等领域取得创新突破,并在推动关键核心技术突破和拔尖创新人才培养方面展现出巨大潜力。本文对不同类型创新联合体的拔尖创新人才培养模式与协同创新机制展开分析。研究发现,尽管各类创新联合体在高能级要素整合和重大科研攻关组织上具有显著的人才培养优势,但仍面临资源配置不均衡、人才评价体系单一、创新生态建设滞后与利益分配机制缺失等挑战。对此,本文提出通过优化资源分配、改革人才评价体系、加强跨学科生态建设及完善知识产权和利益分配机制的政策建议,旨在强化创新联合体在拔尖创新人才培养中的载体功能,为推动科技自立自强奠定坚实基础。Against the backdrop of increasingly fierce global technological competition,innovation consortiums have achieved innovative breakthroughs in fields such as 5G technology,chip technology,artificial intelligence technology,new energy vehicles,and biomedicine.They have also shown great potential in promoting breakthroughs in key core technologies and the cultivation of top-notch innovative talents.This paper analyzes the talent cultivation models and collaborative innovation mechanisms of different types of innovation consortiums for top-notch innovative talents.The research finds that although various innovation consortiums have significant advantages in cultivating talents in terms of high-level factor integration and organization of major scientific research efforts,they still face challenges such as unbalanced resource allocation,a singular talent evaluation system,lagging innovation ecosystem construction,and the absence of an interest distribution mechanism.In response,this paper proposes policy suggestions to optimize resource allocation,reform the talent evaluation system,strengthen cross-disciplinary ecosystem construction,and improve the intellectual property and interest distribution mechanisms.The aim is to enhance the carrier function of innovation consortiums in cultivating top-notch innovative talents and lay a solid foundation for promoting technological selfreliance and strength.
