新质生产力赋能冰雪产业高质量发展的理论逻辑与践行策略

摘　　要：在当代经济发展中,新质生产力已成为促进产业升级与创新的内在要求和重要着力点,对冰雪产业的高质量发展产生深远影响。研究深入剖析了新质生产力的理论内涵及时代特征,同时从流程升级、产品升级、功能升级、终端市场升级以及产业链升级五方面入手,揭示了新质生产力赋能冰雪产业高质量发展方面的理论逻辑。结果表明,尽管新质生产力能够激发冰雪产业的创新潜力,但技术人才短缺、资本投资不足、市场对接不畅、政策法规滞后等问题依然是制约其发展的主要瓶颈。为此,研究提出以产业需求为导向,完善创新人才培养体系;以经济支持为后盾,增强产业投资力度;以市场适应性为基础,强化技术产品与服务的市场对接;以政策支持为保障,更新并夯实法律法规建设等践行策略。In contemporary economic development,new quality productive forces have emerged as an intrinsic imperative and strategic fulcrum for driving industrial upgrading and innovation,profoundly influencing the high-quality development of the ice and snow industry.This study conducts a rigorous analysis of the conceptual dimensions and epochal attributes of new quality productive forces,while systematically elucidating their theoretical mechanisms in empowering the ice and snow industry’s quality-driven advancement through five operational dimensions:process optimization,product innovation,functional enhancement,end-market expansion,and industrial chain restructuring.Findings demonstrate that while new quality productive forces effectively catalyze the innovation potential of the ice and snow sector,persistent constraints including technical talent deficits,inadequate capital infusion,suboptimal market-technology coupling,and regulatory framework inertia remain critical developmental bottlenecks.To overcome these challenges,the research advocates a multi-pronged implementation framework:establishing an industry-driven innovation talent cultivation ecosystem;fortifying economic underpinnings through enhanced investment mechanisms;optimizing market responsiveness via technology-service alignment strategies;and instituting policy-anchored legal infrastructure modernization.These proposed pathways collectively constitute an actionable paradigm for sustainable industrial evolution.
