转化运用目标下的高校专利申请质量分析

摘　　要：【目的】研究高校专利申请质量现状,探讨提高高校专利申请质量的措施,提出加强创新成果保护和促进高校科技创新成果转化的建议。【方法】通过统计2019—2023年高校发明专利申请、授权和维持情况,并对比国内高校、国外高校和我国5G技术领域头部企业的专利撰写质量量化指标,客观分析当前高校专利申请的成果和不足。【结果】近年来,高校专利申请质量不断提升,特别是“985工程”和“211工程”重点建设高校的专利授权率显著提高。但国内重点高校的专利撰写质量与国外名校和我国5G技术领域头部企业相比仍有差距。【结论】当前高校在申请意识、学校管理、知识掌握等方面仍存在可能影响其专利申请质量的问题。为此,提出了优化制度政策体系、加强人才支撑和深度服务重点领域创新等建议,以期为下一步高校专利管理和科技转化工作提供参考。[Purposes]The quality of patent application in universities is investigated,and the improvement measures are discussed,thereby helping to enhance the protection of innovative achievements and the transformation of scientific and technological achievements from universities.[Methods]This study statistically analyzes the patent application,authorization,and maintenance status of universities from 2019 to 2023.And then,the quantitative indicators of patent writing quality among domestic universities,foreign universities,and China's top enterprises in the field of 5G technology are compared.So,it objectively analyzes the progress and deficiencies in university patent applications.[Findings]It is found that the quality of patent applications from universities has been continuously improving in recent years,and especially the authorization rate of"Project 985"and"Project 211"universities has significantly increased.However,compared to prestigious foreign universities and China's top enterprises in the field of 5G technology,there remains a gap in the quality of patent writing even among key universities.[Conclusions]Insufficient understanding of patent application,school management problems,and lack of fundamental patent knowledge may be the factors that affecting the quality of university patent application.To solve theses problems,measures like optimizing the institutional and policy framework,strengthening talent support,and providing in-depth services to key innovation areas are provided to offer references for future university patent management and technology transfer efforts.
