高校决策执行中的跨部门协同:运行过程、实践困境与优化路径

摘　　要：高校决策执行中的跨部门协同可划分为组织设计、任务分解、落实与调整、监督考核等四个阶段。当前,高校决策执行中跨部门协同陷于组织机构设置不规范与约束力度不足、职责分工模糊与技术融入存在局限、沟通合作不足与协同文化缺失、过程监督与共同激励制度不完备等实践困境。高校决策执行中跨部门协同的优化路径有:规范跨部门协调机构设置,强化制度约束与内部控制;明确职责分工与技术赋能路径,促进高效协作与技术创新;强化沟通合作机制并培育协同文化,增强组织凝聚力与协作效能;完善过程监督与共同激励制度,提升协同主体的内生动力。Cross-department collaboration in university decision-making can be divided into four stages:organizational design,task decomposition,implementation&adjustment,and supervision&assessment.At present,there are practical difficulties in cross-department collaboration in decision-making and execution in universities,such as non-standard organizational structure and insufficient constraints,vague division of responsibilities and limited technological integration,insufficient communication&cooperation and lack of collaborative culture,and incomplete process supervision&common incentive systems.The optimization path for cross-department collaboration in university decision-making execution includes:standardizing the setting of cross-department coordination institutions to strengthen institutional constraints and internal control;clarifying the division of responsibilities and technological empowerment paths to promote efficient collaboration and technological innovation;strengthening communication-cooperation mechanisms and cultivate a collaborative culture to enhance organizational cohesion and collaboration effectiveness;improving the process supervision and common incentive system to enhance the endogenous motivation of collaborative entities.
