摘 要:在信息技术迅猛发展和学习型社会建设不断推进的背景下,终身学习数字平台的重要性日益凸显。该文聚焦终身学习数字平台,旨在通过结合理论模型和国际经验比较,对中国终身学习数字平台发展战略展开分析。该文首先对于终身学习数字平台的理论基础进行梳理,并构建了包含需求驱动、资源整合、互动建构、目标导向和协同创新五大内容的终身学习数字平台建设DREAM理论模型。其次,研究选取美国、英国和日本三个具有代表性的国家,总结归纳了三国在政策支持、技术应用、资源建设、用户服务等方面的发展经验。研究进一步从政策支持、应用架构、技术发展和用户参与四个维度对中国终身学习数字平台的发展现状进行全面分析,并深入剖析了当前面临的主要挑战。最后,研究基于DREAM理论模型、国际经验借鉴以及中国发展现状,提出了针对性的中国终身学习数字平台发展战略,以期为推动中国终身学习数字平台的高质量发展提供理论支撑和实践指导。Against the backdrop of rapid advancements in information technology and the continuous promotion of a learning society,the importance of digital platforms for lifelong learning has become increasingly prominent.This study focuses on lifelong learning digital platforms,aiming to analyze China’s development strategy in this domain by integrating theoretical models and international comparative experiences.First,the research reviews the theoretical foundations of lifelong learning digital platforms and constructs the DREAM theoretical model,which encompasses five key dimensions:demand-driven,resource integration,engagement construction,achievement-oriented,and mutual innovation.Second,the study selects three representative countries—the United States,the United Kingdom,and Japan—to summarize their development experiences in terms of policy support,technological applications,resource development,and user services.Furthermore,this paper comprehensively analyzes the current state of China’s lifelong learning digital platform from four dimensions:policy support,application architecture,technological development,and user participation,while identifying key challenges.Finally,based on the DREAM theoretical model,international best practices,and China’s development status,the study proposes targeted development strategies for China’s lifelong learning digital platform,aiming to provide theoretical support and practical guidance for its high-quality advancement.
