摘 要:中小学师资配给政策是中国特色教师队伍现代化建设的有效治理工具,能够推动强教先强师战略的高效实践、教师供给侧改革的持续深入、教师教育体系的完备健全、教育公平的逐步实现。其功能在于通过数量补充型政策弥合区域性师资缺口,通过定向供给型政策提升落后地区教师的整体素质,通过多元流动型政策实现优质师资的均衡化,通过创新培养型政策满足高水平人才的培养需求。为进一步提升政策合理性,应扩大多元主体参与政策制定,促进决策公开透明;紧跟国家层面基本政策理念引领,持续优化教育公共服务;推进政策内容清晰准确,强化政策实施的灵活性和配套举措。Primary and secondary schools′ teacher allocation policies serve as an effective governance tool for the modernization of teacher workforce development with Chinese characteristics.These policies facilitate the efficient practice of the strategy of "strengthening teachers first in education",deepen teacher supply-side reforms,enhance the teacher education system,and progressively advance educational equity.Their functions lie in addressing regional teacher shortages through quantity-replenishment policies,improving the overall quality of teachers in underdeveloped areas via targeted-supply policies,promoting balanced distribution of high-quality teachers through diversified-mobility policies,and meeting the demand for cultivating high-level talent via innovative-training policies.To further enhance policy rationality,it is imperative to expand multi-stakeholder participation in policy-making to promote transparent decision-making,align closely with the guiding principles of national-level policy,continuously optimize public education services,ensure clarity and precision in policy content,and strengthen the flexibility and supporting measures of policy implementation.
