摘　　要：如何确保中国青年永久奋斗的好传统能够不断得以延续,是新时代党的青年工作所必须面对的一个重要的理论与实践议题。而话语体系的建构是引导新时代青年发扬永久奋斗传统的一个关键途径。依循“谁来说—说什么—怎么说”的运思逻辑,引导新时代青年发扬永久奋斗传统的话语体系建构,可以从话语主体、话语内容、话语方式三重向度展开。具体而言,一是要从中国共产党和中国共产主义青年团、理论工作者、青年群体三类主体切入,明晰话语主体范畴并推进话语主体建设;二是要在把握话语内容的内涵与外延的基础上,不断在历史实践和理论资源的挖掘中丰富话语内容;三是要在掌握话语组合方式、话语表达方式、话语传播方式中推进话语方式创新。How to ensure the continuation of the excellent tradition of permanent struggle for the Chinese youth is an important theoretical and practical proposition that the Party’s youth work must face in the new era.The construction of a discourse system is a key way to guide young people in the new era to carry forward the tradition of permanent struggle.Following the logic of“who says-what to say-how to say”,the construction of a discourse system to guide young people in the new era to carry forward the tradition of permanent struggle can be carried out from three dimensions:discourse subject,discourse content,and discourse mode.Specifically,firstly,we should focus on the Party and the Communist Youth League,theorists,and the youth to clarify the category of discourse subject and promote the construction of discourse subject;secondly,on the basis of grasping the connotation and extension of discourse content,we should continuously enrich the discourse content through historical practice and the exploration of theoretical resources;the third is to promote innovation in discourse mode in the aspect of discourse combination,expression,and dissemination.
