建设学习型大国:从“成人教育”到“成人学习”的国际图景与本土化路径

摘  要:建设学习型大国是建设教育强国的战略举措。我国成人与终身教育领域正在发生从成人教育向成人学习的概念更迭、从学历补偿到学习型社会建设的政策转向。国际组织倡导的成人学习与教育可为此提供经验。但也要正视本土化难题,极端工具理性主导的成人教育难以支持可持续发展目标,供给侧引领的成人教育难以满足学习者全面发展需求。应形成中国方案,完善“大教育观”思想,善用治理理念保障学习型大国建设,落实“人的全面发展”目标,基于工作场所学习推进学习型大国建设,前瞻“可持续发展”愿景,立足人类命运共同体优化学习型大国建设。Building a learning power is a strategic measure to build an education power.The field of adult and lifelong education in our country is undergoing a conceptual change from adult education to adult learning,and a policy shift from academic compensation to building a learning society.Adult learning and education advocated by international organizations and world education powers can provide experience and reference for this purpose.However,it is also necessary to face up to the problem of localization.Adult education dominated by extreme instrumental rationality is difficult to support the goal of sustainable development,and supply-side-led adult education is difficult to meet the needs of learners for overall development.It is necessary to form a China plan to improve the idea of"grand education",make good use of governance concepts to ensure the construction of a learning power,implement the goal of"all-round development of people",promote the construction of a learning power based on workplace learning,and look forward to the vision of"sustainable development",and optimize the construction of a learning power based on the community with a shared future for mankind.
