数字基座赋能全民终身学习:内在逻辑、现实挑战与可行进路

摘  要:数字时代,终身学习的重要性日益彰显,甚至成为人们生存与生活的重要方式。数字基座作为数字时代出现的一种新型基础设施,其可通过构建数据融通、智能联结与应用协同的终身学习资源服务体系,为人们在数字时代的学习及全民终身学习的实现提供更大的现实可能性。不过,数字基座在赋能全民终身学习的同时,也面临着思想认识浅表、生态布局缺失、建设标准不一、主体沟通不畅、供给能力不足、机制保障有待优化等问题。摆脱数字基座赋能全民终身学习过程中存在的现实困境,实现数字基座的赋能效应真正由简单的工具辅助向颠覆性全面革新的转变,需通过推动面向技术变革的思想创变、推进以数据为中心的学习生态建设、构建统一的数字基座标准体系、营造多元主体价值共赋生态、打造世界一流的数字基座、健全数据治理体系与伦理安全机制等举措实现。In the digital age,the importance of lifelong learning is increasingly apparent,and it has even become an important way for people to survive and live.As a new type of infrastructure emerging in the digital age,the digital base can provide greater practical possibilities for people's learning in the digital age and the realization of lifelong learning for all by building a lifelong learning resource service system that integrates data,intelligent connection,and application collaboration.However,while digital infrastructure empowers lifelong learning for all,it also faces challenges such as shallow ideological understanding,lack of ecological layout,inconsistent construction standards,poor communication among stakeholders,insufficient supply capacity,and inadequate mechanism guarantees.To overcome the practical dilemma in empowering lifelong learning for all through digital platforms,and to truly transform the empowering effect of digital platforms from simple tool assistance to disruptive and comprehensive innovation,it is necessary to promote ideological innovation oriented towards technological change,advance the construction of a data-centered learning ecosystem,establish a unified digital platform standard system,create a multi-subject value sharing ecosystem,build a world-class digital platform,and improve the data governance system and ethical security mechanism.
