高等学历继续教育内部质量保障建设中高校主体性困境的现实样态与破解路径

摘  要:近年来,高等学历继续教育生源规模迅速增长与教育教学管理粗放之间的矛盾凸显,教育质量堪忧、社会信任危机加剧。国家颁布系列政策文本,不断强化“压实高等学校的办学主体责任”的要求,强调高等学历继续教育办学质量。高等学历继续教育内部质量保障建设中高校主体性困境始终是一个“棘手问题”,表现为主体治理能力偏弱、支撑结构失效以及人才培养驱动不足等。数字治理为破解高校主体性困境提供契机,包括加快提升高校数字治理能力、规范营造精准化内部质量数字治理生态以及积极创生数字合作教育教学体系等。Recent years have witnessed the contradiction between the expanded enrollment scale and the laggard management in continuing education for advanced degree,which brought about degrad⁃ed teaching effectiveness and declining social trust.In this case,the state has issued a series of poli⁃cies,hoping to help"higher institutions”attach more importance to their“subjective responsibility”and their teaching efficacy in continuing education for advanced degree.However,since the higher in⁃stitution’s subjectivity dilemma in practice of IQA in their continuing education has been a problem for a time,the troubles such as poor management,ineffective support and deficit motivation for talent cultivation have not been satisfactorily resolved yet.Such being the case,this article holds that digi⁃talized management could offer a breakthrough in higher institutions’subjectivity dilemma.The specif⁃ic measures may include such practice as enhancement of higher institutions’digital governance capa⁃bilities,standardization of digital governance ecosystem for IQA,and creation of a digital collaborative teaching system,etc.
