摘  要:粤港澳大湾区要成为世界高等教育合作和创新发展先进典范,高等教育一体化是重要环节。由于三地间教育制度和模式不同,教育资源分布不平衡,因此跨国界、跨制度的区域高等教育一体化案例对粤港澳大湾区更有比较意义。本文选取欧洲的博洛尼亚进程和拉美地区高等教育一体化作为比较对象,从制度构建、差异化一体化、质量保障、社会意义四个方面分析两者的经验教训。研究认为,粤港澳大湾区首先应利用各级政府的结构性领导力,构建顶层制度;其次要注意一体化原则的灵活性和模糊性,促进多样化发展,并积极参与国际教育对话;再次要注重政府与市场的结合,既建立统一的质量标准,又发挥市场在质量评估形式上的创新作用;最后要重视高等教育一体化对教育质量与公平、社会包容、终身学习的促进作用。The Guangdong-Hong Kong-Macao Greater Bay Area is to be a model of higher education cooperation and innovative development in the world.To achieve this goal,higher education integration requires focused attention.As the education systems and models among Guangdong,Hong Kong and Macao are different,and the distribution of education resources is unbalanced,we need to learn from the experiences of cross-system higher education integration cases.In this paper,the Bologna Process in Europe and the higher education integration in Latin America are selected as comparative objects,and the lessons learned from both are analyzed in four aspects:system construction,differentiated integration,quality assurance and social dimension.The study concludes that the Greater Bay Area should firstly build a top-level system by means of structural leadership at all levels of government;secondly,it should promote the flexibility and the diversity in the integration process,and actively participate in international education dialogues;thirdly,it should pay attention to the combination of the government and the market,both establishing unified quality standards and giving full play to the market's innovative role in the form of quality accreditation;and finally,it should recognize the contribution of higher education integration to educational quality and equity,social inclusion and lifelong learning.
