教育现代化和教育强国:侧重于政策话语的梳理与解析

摘　　要：有关教育现代化和教育强国,是当前我国政策研究领域的一组宏大话题,也是建构中国自主知识体系需要关注的要点之一。对由政策话语所体现的教育现代化和教育强国的历史方位、战略意图、重点步骤,作出概要梳理与初步解析发现,党和国家在新时代新征程发出的2035年总体实现教育现代化、建成教育强国的总动员令,其战略意图就是在国家目标层面将教育现代化与教育强国作为一个整体,与各个领域现代化和其他强国建设相互结合。两份教育规划纲领性文件确定的目标要求、理念原则、战略任务和重点举措,既有一如既往、一以贯之、一脉相承的核心要求,也与时俱进地反映了党的教育方针新境界,在战略思路顶层设计上提出新的更高要求,同时还有对既定教育中长期规划的政策导向、实施方式、阶段重点、推进步骤的调整与改进,包括对不同领域不同区域贯彻落实的特定要求。朝着加快教育现代化、建设教育强国的目标扎实迈进,必须深刻认识其系统工程的复杂性,必须全面加强党对教育事业的领导,必须以改革夯实高质量教育体系基础,同时必须广泛动员协调社会各方力量。The studies on educational modernization and constructing China as a leading country in education constitute pivotal themes in contemporary policy research,as well as a critical component in developing China’s independent knowledge system.Through a systematic analysis of the historical positioning,strategic intentions,and key priorities embedded in policy discourses,this study reveals that the Party and state’s overarching mobilization directive aims at achieving full educational modernization and establishing China as a leading country in education by 2035,which reflects a strategic integration of educational modernization with broader national modernization goals and the development of a leading country across various domains.The two foundational policy documents on educational planning outline objectives,requirements,visions,principles,strategic tasks,and priority measures.These documents not only reaffirm long-standing commitments to core educational values but also actively integrate the evolving vision of the Party’s educational guidelines.They stress higher-level requirements in strategic design while proposing adjustments to policy orientations,implementation approaches,phased priorities,and advancement pathways established in previous medium-and long-term educational plans.Additionally,they specify tailored requirements for implementation across diverse regions and sectors.To steadily advance toward educational modernization and a leading country in education,it is essential to recognize the complexity of this systematic undertaking,strengthen Party leadership in education,promote reforms reinforcing the foundation of a high-quality education system,mobilize and coordinate the efforts of all social actors.
