试论教师宣誓制度的建立与实施

摘　　要：教师是推动教育改革发展的重要实践力量,是高质量教育体系建设的深度参与者,是加快建设教育强国的重要人力资源。在引领和规范的意义上,教师宣誓制度的建立和实施对于强化师德师风、激励教师坚守初心、明确教师职业规范和行为底线等具有重要作用,是彰显教师重要社会地位和进一步增强教师职业使命感与责任感的重要举措,能够在仪式的层面实现对教师理想信念和思想行为的约束。各地已经开展了教师宣誓制度的积极探索,形成了一种发展的态势并积累了良好的实践经验。筑牢教师思想之基、夯实教师发展之基和深化教师综合管理改革,建立与实施教师宣誓制度具有现实必要性。在工作的推进上,针对当前存在的突出问题,要着重于有序推动形成宣誓制度的教师群体共识和社会认知,加快研究制定统一的誓词,明确宣誓活动基本程序和组织领导机制。Teachers are vital practical force to promote the reform and development of education,indepth participants in the construction of a high-quality education system,and important human resources to accelerate the construction of an leading nation in education.For guidance and standardization,the establishment and implementation of the teacher pledging system plays an important role in strengthening teachers’ethics,motivating teachers to stick to their original intentions,and clarifying the teachers’professional norms and the bottom line of their behavior.It will restrict teachers’beliefs and behaviors at the ritual level.There have been active explorations of the teacher pledging system,which formed a development trend and accumulated good practical experience.Building a solid ideological foundation for teachers,consolidating the foundation for teacher development,and deepening the reform of comprehensive management of teachers,it is necessary to establish and implement a system of teacher pledging.To advance current process,in the view of outstanding problems,we should focus on orderly promoting the formation of consensus and social cognition of teachers for the pledging system,accelerate the research and formulation of a unified oath,and clarify the basic procedures and organizational leadership mechanisms for pledging activities.
