摘  要:将系统思维作为推进基础教育高质量发展的方法论,是办公平而有质量的教育的内在要求,也是基础教育改革面临复杂情境的时代回应,更是基础教育自我革新的历史自觉。坚持系统思维,要在关系中探寻规律,基于整体性、协同性、动态性、开放性的思维方式,处理好整体发展与分层推进、要素联动与重点突破、历史传承与时代创新、教育改革与社会发展四对关系。坚持系统思维,推进基础教育高质量发展,要以立德树人为价值旨归,统筹基础教育高质量发展的顶层设计;以公平优质为目标定位,优化基础教育高质量发展的资源配置;以技术赋能为创新驱动,激发基础教育高质量发展的内生动力;以教师队伍建设为关键要素,聚焦基础教育高质量发展的攻关重点;以开放协同为方法保障,形成基础教育高质量发展的整体合力。Taking system thinking as the methodology to promote high-quality development of basic education is the inherent requirement of fair and quality education,a response to the complex situation faced by basic education reform,and historical awareness of self-renewal in basic education.Adhering to system thinking needs to explore law in relationship and deal with the relationship between integrated development and hierarchical advancement,factor linkage and key breakthrough,historicalinheritance and erainnovation,and education reform and social development based on holistic,synergistic,dynamic and open thinking.In order to adhere to system thinking to promote the development,it is necessary to take the task of fostering virtue through education as value orientation and coordinate the top-level design of the development,optimize resource allocation for the development with the goal of fairness and quality,stimulate the endogenous power of the development with technology empowerment as innovation driving force,take faculty construction as key element to focus on the key points of the development,and form an overall force for the development with open collaboration as method.
