摘 要:我国爱国主义教育政策的发展演进先后经历开拓奠基、恢复调整、着重发展和系统完善四个历史时期。政策演进背后蕴含着三大基本逻辑:在结构逻辑上,爱国主义教育政策变迁受社会环境变化的影响;在历史逻辑上,爱国主义教育政策变迁体现出制度惯性和路径依赖;在动力逻辑上,爱国主义教育政策变迁受到了政府引导下多元主体交互博弈的推动。为实现爱国主义教育的高质量发展,应强化政策顶层设计,将政策深度嵌入国家战略之中;增强立法供给,以法治思维推动爱国主义教育政策的良好、有序发展;把握路径依赖规律,优化爱国主义教育政策的制定过程;坚持稳中求进,推动政策体系稳定与关键节点创新相结合;协调多元主体关系,激发爱国主义教育发展的内部动力。The evolution of patriotic educationalpolicy in China has gone through the historicalphases of pioneering,restoration and adjustment,development and systematic refinement.The evolution has three basic logics.In terms of structural logic,the evolution is shaped by social transformation.In terms of historical logic,the evolution has institutional inertia and path dependence.In terms of motivational logic,the evolution is driven by the interaction between the diverse subjects guided by governments.In order to achieve high-quality development of patriotic education,we should strengthen the top-level design and embed the policy in national strategy,improve legislation supply and promote the orderly development of the policy with the mindset of rule of law,grasp the law of path dependence and optimize the formulation of the policy,seek for progress in stability and promote the combination of the stability of policy system and innovation of key nodes,and coordinate the relationship between multiple subjects and stimulate the internal dynamics of the development of patriotic education.
