县域义务教育均衡发展的中国经验

摘　　要：县级以上地方人民政府是义务教育均衡发展的责任主体。通过对133份国家义务教育基本均衡发展督导检查反馈意见的深度分析发现,政府履行义务教育基本均衡发展责任的共性行为主要集中在4个方面,即坚持党的领导,高位推动,规划引领,这是县域义务教育均衡发展的根本保障;坚持人民至上,坚守公平,优化配置,这是县域义务教育均衡发展的条件保障;坚持人才第一,优化供给,强化素质,这是县域义务教育均衡发展的人才保障;坚持结果导向,协同推进,激励问责,这是县域义务教育均衡发展的机制保障。四者构成了地方政府推动县域义务教育均衡发展的中国经验,为当前正在推进的义务教育优质均衡发展提供了重要启示和借鉴。The county-level or above people's governments are the responsible parties for promoting the balanced de-velopment of compulsory education.Through an in-depth analysis of 133 feedback opinions from the national compulsory education balanced development supervision and inspection,it is found that the common behaviors of the government in fulfilling its obligations for promoting compulsory education balanced development mainly concentrates on four aspects,namely,adhering to the leadership of the Communist Party of China,promoting it at a high level,guiding with a plan,which constitute the fundamental guarantee for the balanced development of compulsory education in the county;adhering to people-centeredness,maintaining equity,optimizing allocation,which constitute the condition guarantee for the balanced development of compulsory education in the county;adhering to talent first,optimizing supply,strengthening quality,which constitute the talent guarantee for the balanced development of compulsory education in the county;adhering to the goal-oriented approach,coordinating promotion,motivating and holding accountable,which constitute the mechanism guarantee for the balanced development of compulsory education in the county.The four constitute the Chinese experiences of the government in promoting the balanced development of compulsory education in counties,and provide important inspiration and reference for the current high-quality and balanced development of compulsory education.
