公立医院专技岗位竞聘上岗评价指标体系研究——以某高校附属口腔医院为例

摘  要:岗位设置是公立医院人事管理的重要内容,进一步完善专技岗位竞聘上岗机制是新时代公立医院高质量发展的必经之路。文章以某高校附属口腔医院为例,通过文献回顾、政策分析及小范围调研论证,初步构建口腔科医生专技岗位竞聘上岗评价指标体系框架,运用德尔菲(Delphi)法通过两轮专家咨询对评价指标进行论证与修正,构建了包含基础性指标、岗位职责指标、“一票否决”指标、破格条件指标4个一级指标、10个二级指标和20个三级指标的口腔科医生专技岗位竞聘上岗评价指标体系。该体系统筹考虑与关注了惰性指标和激励性指标的合理兼顾问题,并与新时代人才评价紧密结合,既体现了高校附属口腔医院功能定位,也实现了指标体系构建的客观性、公正性、激励相容性。Post setting is an important content for personnel management in public hospitals.Further improving the competition-based post-taking mechanism for professional and technical posts is a necessary path for the high-quality development of public hospitals in the new era.Taking a university-affiliated dental hospital as an example,through literature review,policy analysis,and small-scale research and demonstration,a competition-based post-taking evaluation indicator system framework for professional and technical posts of dental doctors is preliminarily constructed.The Delphi method is used to demonstrate and revise the evaluation indicators through two rounds of expert consultation,and a competition-based post-taking evaluation indicator system for professional and technical posts of dental doctors that comprises four primary indicators,including a basic indicator,a post responsibility indicator,a“one vote veto”indicator and an exception criteria indicator,ten secondary indicators and twenty tertiary indicators is constructed,which includes four primary indicators,job responsibility indicators,“one vote veto”indicators,and exceptional condition indicators,10 secondary indicators,and 20 tertiary indicators.This system takes into account and pays attention to the reasonable balance between inertia indicators and incentive indicators,is closely integrated with the evaluation of talents in the new era,and not only reflects the functional positioning of the university-affiliated dental hospital,but also achieves the objectivity,impartiality,and incentive compatibility of construction of the indicator system.
