摘  要:我国义务教育已经迈入更加公平更高质量的发展阶段,但城乡教育质量差别显著,农村成为义务教育高质量发展的洼地。研究引入能力平等理论,对中部Z县开展调查发现,农村学生核心认知能力、综合素养能力、社会情感能力发展皆存在不足,且与城市学生存在较大差距,呈现出严重的教育质量不公问题。促进城乡义务教育质量公平,需创建有助于能力平等的资源分配机制,建立缩小能力差距的教育质量评价制度,构建聚焦学生能力发展的社会支持体系。China's compulsory education has entered a stage of fairer and higher-quality development,but there is a significant difference in the quality of education between urban and rural areas,and rural areas have become a depression in the high-quality development of compulsory education.The article introduces the theory of equality of competence and finds that rural students'core cognitive,comprehensive literacy,and socio-emotional competence development are deficient,and there is a big gap between rural and urban students,which shows a serious problem of inequality in the quality of education.In order to promote quality equity in urban and rural compulsory education,it is necessary to create a mechanism for allocating resources that contributes to equality of competence,establish a system for evaluating the quality of education that narrows the competence gap,and build a social support system that focuses on the development of students'competence.
