“一带一路”背景下中国对外职业教育援助的可持续性发展策略——以援老挝乌多姆赛职业技能发展中心项目为例

摘　　要：文章以“一带一路”倡议为背景,以援老挝乌多姆赛职业技能发展中心项目为例,分析中国对外职业教育援助现状,阐述老挝职业院校发展概况及援老挝乌多姆赛项目案例。提出可持续性发展策略,中国需要从“硬援助”转向“软援助”;从“授人以鱼”转向“授之于渔”;从“短期效应”转向“长期效应”等。这一系列转变可以提高中国对外职业教育援助的质量和水平,促进双方在教育领域的深入交流与合作。Taking the Belt and Road Initiative as the background and the vocational skills development center project in Udomxai,Laos as an example,the article analyzes the current status of China’s overseas vocational education aid,describes the general situation of vocational schools in Laos and presents the Udomxai project as a case study.It proposes sustainable development strategies,suggesting that China should shift from“hard aid”to“soft aid”,from“giving fish”to“teaching fishing”,and from“short-term effects”to“long-term effects”.These changes can improve the quality and level of China’s overseas vocational education aid and promote in-depth exchanges and cooperation in the field of education between the two sides.
