摘  要:公安院校教师作为公安高等教育的核心力量,肩负着培养新型警务人才的神圣使命。建设高水平公安院校教师队伍是推动公安院校高质量发展、实现公安工作现代化的重要举措。以政策文本、学术文献、调查问卷等材料为研究基础,基于扎根理论构建出包括政治素养、师德师风、专业知识、教学能力、科研能力、法律素养、公安业务、协作能力、情感态度、个人提升10个主特征及40个主特征核心要素的公安院校教师胜任力模型,并从丰富教师发展培训体系、完善教学业绩评价体系、给予政策制度支持等方面,提出胜任力模型应用建议,为公安院校建设高水平师资队伍提供参考。Teachers in public security academies are the backbone of public security higher education,shouldering the sacred mission of cultivating new police talents.Building a high-level teaching faculty in public security academies is an important measure to promote the high-quality development of such schools and to take the lead in realizing the modernization of public security work.Based on policy texts,academic literature,and survey questionnaires,this paper constructs a competency model for teachers in public security academies with 10 main characteristic dimensions:political literacy,teacher ethics,professional knowledge,teaching ability,research ability,legal literacy,public security operations,collaboration skills,emotional attitude,and personal development,as well as 40 competency elements under these dimensions.This paper also proposes suggestions for the application of the competency model from aspects,such as enriching the teacher development training system,improving the teaching performance evaluation system,and providing policy and institutional support,with the aim of providing support for the construction of high-level teaching staff in public security academies.
