学校组织结构中的权力运行机制研究——以B市S区5所小学为个案

摘　　要：基于当前一些学校组织结构中存在的权力关系不明晰、各治理主体权力错位、纵向管理过度和横向合作不畅等问题,本研究对B市S区的5所小学进行了深入的个案研究。研究发现,学校组织结构中的权力运行表现出自上而下的行政逻辑和自下而上的关系逻辑,“明线”的行政权力控制着学校组织结构的运转,而“暗线”的关系权力则在运行方式、路径选择及运行效果中发挥着重要的调节作用,二者的强大力量倾轧了学校中的专业、民主和制度逻辑,妨碍学校治理局面的形成。本研究建议,应重新理顺各权力主体和权力类型的关系,加强党的领导地位、强化政府服务职能、突出专业引领、畅通民主渠道,构建起民主、专业、协商的学校治理格局。Based on the problems of unclear power relations,power dislocation of various governance subjects,excessive vertical management and poor horizontal cooperation in the organizational structure of some schools,this study conducted an in-depth case study of five primary schools in District S of City B.The results show that the power operation in the school organizational structure shows the top-down administrative logic and the bottom-up relationship logic,the"bright line"administrative power controls the operation of the school organizational structure,and the"dark line"relationship power plays an important role in the operation mode,path selection and operation effect.This study suggests that the relationship between various power subjects and power types should be re-straightened,the leading position of the party should be strengthened,the government service function should be strengthened,professional guidance should be highlighted,and democratic channels should be unblocked,so as to construct a democratic,professional and consultative school governance pattern.
