摘　　要：数字乡村建设是农村现代化的重要内容。基于2013一2024年中央机构发布的22份数字乡村与乡村振兴政策文本,运用扎根理论探讨数字乡村建设效能的提升机制。研究发现,数字乡村建设效能从基础设施、数字经济、智慧农业、治理效能、惠农服务、发展环境、绿色乡村、网络文化等8个范畴,嵌构了数字强农业、数字富农民、数字美农村的“三农”发展体系;整个效能提升过程在TOE框架的技术、组织、环境三要素的支撑下,主要以技术赋能、组织引领、环境指引的耦合驱动数字乡村建设,体现为农业生产、农民生活、农村生态三大场景的数字化应用,旨在推动数字乡村建设的工具理性向以乡村“强、富、美”为内核的韧性价值理性演进。Digital rural construction is a crucial component of rural modernization.Based on 22 policy texts on digital rural development and rural revitalization issued by central authorities from 2013 to 2024,this study employs grounded theory to explore mechanisms for enhancing the effectiveness of digital rural construction.It is found that the effectiveness of digital rural construction is embedded in a"Three Rural Issues"development system of digitally empowering agriculture,enriching farmers,and beautifying rural areas through eight dimensions:infrastructure,digital economy,smart agriculture,governance effectiveness,farmer-benefiting services,development environment,green rural areas,and network culture.The entire effectiveness enhancement process,supported by the technology-organization-environment framework,primarily relies on the coupling-driven mechanisms of technological empowerment,organizational ieadership,and environmental guidance.These mechanisms manifest as digital applications in three key scenarios:agricultural production,farmers'livelihoods,and rural ecology,aiming to evolve the instrumental rationality of digital rural construction into a resilience-oriented value rationality centered on achieving strong agriculture,prosperous farmers,and beautiful rural areas.
