摘  要:我国自2022年启动国家教育数字化战略行动以来,通过系统性政策供给和实践性路径探索,构建了具有中国特色的教育数字化转型范式。通过系统梳理我国教育数字化政策的发展脉络与实践过程发现,我国教育数字化政策呈现出从基础建设到应用深化,再到效能优化的递进路径,体现了顶层设计与落地实施双向互动的政策逻辑。在政策执行层面则形成了“中国式整合型网络治理模式”,其核心是“自上而下”与“自下而上”融合的制度特色与实践突破;在理论层面构建了“顶层设计-基层创新”双向赋能体系,推动“试点转示范”;在实践层面发挥了制度优势,通过集成化思维实现系统协同与政策演进;在模式层面突破了传统路径依赖,激活基层创新,形成自我进化能力。这一模式推动教育数字化转型,重塑国家治理能力现代化路径。未来,教育数字化转型需进一步聚焦质量提升和均衡发展,推动从“规模扩张”迈向“高质量发展”,并从应用导向、技术伦理、国际合作等方面实现可持续发展。Since the launch of the National Strategy Action for Educational Digitalization in 2022,China has developed a distinctive paradigm for educational digital transformation through systematic policy support and practical exploration.A review of the evolution and implementation of China's educational digitalization policies reveals a progressive path from basic infrastructure construction to application deepening and then to efficiency optimization,reflecting a policy logic of interaction between top-level design and practical implementation.In terms of policy execution,a“Chinese-style integrated network governance model”has been formed,characterized by the integration of“top-down”and“bottom-up”approaches.This model features a bidirectional empowerment system of“top-level design and grassroots innovation”at the theoretical level,promotes the transition from pilot projects to demonstration models,leverages institutional advantages through integrated thinking at the practical level to achieve system coordination and policy evolution,and breaks traditional path dependency at the model level to activate grassroots innovation and form self-evolution capabilities.This model drives the digital transformation of education and reshapes the path to modernizing national governance capabilities.Looking ahead,educational digital transformation should focus more on quality improvement and balanced development,shift from“scale expansion”to“high-quality development”,and achieve sustainable development in aspects such as application orientation,technology ethics,and international cooperation.
