摘 要:教育高质量发展是高等教育发展的时代主旋律,也是高校支撑教育强国建设的时代任务。教学质量管理是保证高校教学高质量发展的重要手段。首先,从历史演进视角来厘清产品质量管理、服务质量管理、公民满意质量管理、学生满意质量管理4种质量观对高校教学质量管理理念和质量文化形成所产生的影响;其次,探究政策驱动、外部评估促建、内部持续改进3种逻辑对高校教学质量管理机制建设的促进作用;最后,遵循“四个回归”,重塑卓越教学质量管理文化,健全制度体系,建立内外部协同质量保障机制,数字赋能管理,建设数智化教学质量管理系统的理论路径。High-quality development in education constitutes the central theme of contemporary higher education reform and reflects the critical mission of universities in contributing to the construction of a leading country in education.Teaching quality management serves as a vital instrument for ensuring the high-quality development of university education.This study first clarifies the influence of four quality paradigms—product quality management,service quality management,citizen satisfaction-based quality management,and student satisfaction-based quality management—on the formation of teaching quality management concepts and quality culture in higher education institutions from a historical evolution perspective.Second,it analyzes how three logics—policy-driven initiatives,external evaluation and enhancement,and internal continuous improvement—promote the development of institutional mechanisms for teaching quality management.Finally,the study proposes a theoretical pathway that adheres to the principle of the“Four Regression”,reshape the essence of education,return to teaching,learning,and responsibility,aiming to reconstruct a culture of excellence in teaching quality management.It further calls for the improvement of institutional frameworks,the establishment of synergistic internal and external quality assurance mechanisms,and the digital empowerment of management through the construction of an intelligent,data-driven teaching quality management system.
