数字技术赋能社会治理现代化:内在逻辑、机遇挑战与发展方向

摘　　要：近年来,数字技术快速发展,为社会治理体系和治理能力现代化提供了技术助益,赋予了新动能。新时代数字技术赋能社会治理现代化有深厚的理论逻辑、价值逻辑与实践逻辑支撑。中国式现代化的推进、社会治理体系和治理能力的全面深化改革、智慧社会的建设等,为数字技术赋能社会治理现代化提供了巨大机遇;与此同时,传统治理与数字治理理念的冲突、数据获取的便利与治理路径依赖并存、数字信息共享不畅与新数字鸿沟彰显、信息安全维护不力与伦理风险增大、区域数字人才缺失与规制治理滞后等也带来了挑战。为此,未来的发展应着力于以下五个方面:一要强化数字技术治理理念与大数据战略思维;二要打造多元协同共建共治共享的“社会治理体系”;三要加快数字化新基建弥补数字鸿沟和塌陷;四要开发新的安全技术、进行伦理审查与打击犯罪并举维护数字信息安全;五要坚持人才培养与规制治理“两手抓”。In recent years,the rapid development of digital technology has provided technological assistance and given new impetus to the modernization of social governance systems and governance capabilities.The empowerment of modern social governance by digital technology in the new era is supported by profound theoretical logic,value logic,and practical logic.The advancement of Chinese path to modernization,the comprehensive deepening of reform of social governance system and governance capacity,and the construction of a smart society have provided great opportunities for the modernization of digital technology enabled social governance.At the same time,the conflict between traditional governance and digital governance concepts,the coexistence of convenience of data acquisition and governance path dependence,the poor sharing of digital information and the new digital divide,the poor maintenance of information security and increased ethical risks,the lack of regional digital talents,and the lagging regulatory governance have also brought challenges.Therefore,for future development,firstly,we need to strengthen the concept of digital technology governance and big data strategic thinking.Secondly,we need to build a“social governance system”that is diverse,collaborative,co built,co governed,and shared.Thirdly,we need to accelerate the construction of new digital infrastructure to bridge the digital divide and collapse.Fourthly,we need to develop new security technologies,conduct ethical reviews,and crack down on crime to maintain digital information security.Fifthly,we must adhere to the“dual pronged approach”of talent cultivation and regulatory governance.
