摘 要:《教育强国建设规划纲要(2024—2035年)》强调,以提高师范教育办学质量支撑高素质专业化教师队伍建设,普通高等学校师范类专业认证是落实这一战略目标、保障教师教育专业发展和培养质量的重要制度保障。在制度逻辑视域下,我国高校师范类专业的认证理念蕴含以师范生专业能力发展为本位的专业逻辑,以师范生、用人单位等多元主体诉求反拨培养体系的市场逻辑,以高校、教育行政机构为主体,发挥专业逻辑与国家逻辑的互为效应,构建动态质量监控体系。在认证理念指导下,高校师范类专业的认证标准可强化专业逻辑的实践性,彰显教师教育的核心旨趣;突出专业逻辑的动态性,推动教师教育者与师范生的专业发展;通过不同制度逻辑之间的协调,构建多元共生的培养目标认证体系以及内外联动的认证评价体系,从而提高教师教育质量,完善以国家为主导、高校和学生为主体、各利益相关方参与的专业认证生态,为教育强国建设提供高质量的师资保障。The 2024—2035 Master Plan on Building China into a Leading Country in Education emphasizes enhancing the quality of teacher education to support the development of a high-quality and professional teacher force.The accreditation for teacher education programs serves as a crucial institutional guarantee for ensuring the professional development and training quality of teacher education.From the perspective of policy logic,the core concepts of China’s teacher education accreditation system embody the professional logic of placing student teachers at center and pursuing the continuous development of their professional abilities,highlight the counterproductive effect of market logic on the improvement of teacher education program in accordance with the needs of student teachers and market,and take advantage of the mutual effect of professional logic and state logic to form a dynamic quality monitoring system with colleges and education administrative agencies as internal and external monitoring bodies.With the guidance of the accreditation concept,the accreditation standards can enhance the practical dimension of professional logic to achieve the core purpose of teacher education.The dynamic nature of professional logic can be highlighted to promote the professional development of teacher educators and teacher students.The coordination of different logics should be conducted to build an accreditation system with diverse education objectives as well as internal and external evaluation system,thus forming a professional accreditation ecosystem led by the state,with colleges and students as the main body and society involved,providing high-quality teacher education support for building China into a leading country in education.
