摘　　要：扩大省级政府基础教育统筹权和学校办学自主权,明晰各级政府在发展和管理基础教育中的责任,是当前基础教育管理改革的总体趋势。基础教育集团化办学是教育管理体制改革的重要举措和推进基础教育优质资源均衡发展的主要路径,在教育强国建设过程中,明确省市级政府在推进集团化办学改革过程中的职能和责任非常关键。16个省市集团化办学政府履职情况的调研结果表明,集团化办学中省市级政府主要责任包括:促进基础教育公平与质量的螺旋式上升;建构与完善政府、学校、社会协同治理体系;动态调适政策规则确保改革预期效果。进入教育强国建设阶段,省市级政府要充分发挥能动性,建构省一级推进集团化办学的“认识体系”,探索优化省市级政府协商互构机制,鼓励市县级政府在探索、试验、创新上下功夫,不断优化政府治理方式,推进基础教育治理体系和治理能力的现代化。It is the general trend of the current reform of basic education management to expand the overall power of provincial governments and the autonomy of schools in running schools,and to clarify the responsibilities of governments at all levels in the development and management of basic education.the Collectivized School-Running of Basic Education is an important measure in the reform of education management system and the main way to promote the balanced development of high-quality resources.In the process of building a powerful country in education,it is very important to clarify the functions and responsibilities of provincial and municipal governments in the process of promoting the reform of the Collectivized School-Running.The results of the survey on the performance of the government in 16 provinces and cities show that the main responsibilities of the provincial and municipal governments include:to achieve high-quality and balanced development between urban and rural areas and between regional schools,and to optimize the public education service system;To construct a governance framework for government,school and society to jointly promote the Collectivized School-Running;Through a series of measures to regulate and control the reform of the Collectivized School-Running.Pointing to the construction of a powerful education country,it is necessary to construct an“understanding system”for promoting the Collectivized School-Running at the provincial level,explore and optimize the consultation and mutual construction mechanism of provincial and municipal governments,encourage city and county governments to explore,experiment and innovate,constantly optimize the way of government governance,and realize the modernization of the governance system and governance capacity of basic education.
