摘 要:学生欺凌是一个具有复杂结构及多面向的社会问题,亟需走出“欺凌-治理-再欺凌-再治理”的循环怪圈。以斯蒂芬·J.鲍尔提出的政策过程三重情境为理论支点,从宏观到微观深入学生欺凌治理政策过程的全局发现,影响力情境中的类型交织与因素交错造成“欺凌生成”把控难,文本生产情境中的抽象概念与指导盲区带来“何谓欺凌”认定难,实践情境中的学校两难与教师困惑体现出“以何防范”操作难,如此造成学生欺凌治理的“循环怪圈”。为走出“循环怪圈”,要利用数据推广应用欺凌治理循证方案,运用媒介促进政策的理解与实施;细化充实政策文本中的概念要件,为诊断、识别欺凌提供精准指导;有效开展防范学生欺凌专项教育,从源头弥补关键主体的知能不足。Student bullying is a complex social issue with multifaceted structures,requiring an urgent departure from the“bullying-governance-rebullying-regovernance”vicious cycle.Using Stephen J.Ball's theory of the three contexts of policy processes as a theoretical framework,this study explores the governance of student bullying from macro to micro levels.It identifies that the intertwined types and overlapping factors in the context of influence lead to difficulties in controlling the“generation of bullying”.The abstract concepts and blind spots in guidance within the context of policy text production result in challenges in defining“what constitutes bullying”.Meanwhile,the dilemmas faced by schools and the confusion among teachers in the context of practice highlight the operational difficulty of“how to prevent bullying”.Together,these challenges perpetuate the“vicious cycle”in addressing student bullying.To break this cycle,it is essential to promote evidence-based solutions for bullying prevention through data-driven implementation and media facilitation of policy understanding.Furthermore,the conceptual elements in policy texts should be refined to provide precise guidance for diagnosing and identifying bullying.Finally,specialized education on bullying prevention should be effectively carried out to address the knowledge and skill gaps of key stakeholders from the ground up.
