归纳与建构:扎根理论视角下国家通用语言文字推广新疆实践路径管窥

摘　　要：国家通用语言文字是保证国家统一、消除交际障碍、增强文化认同、加速信息共享,并推行“标准教育”的文化柱石。推广普及国家通用语言文字是新疆团结和谐、繁荣富裕、长治久安的基础,也是新疆优化人才资源和提升数智能力的有效着力点,深刻影响新疆高质量发展、高水平安全进程。文本运用扎根理论,编码归纳中国知网高引文章150篇、《新疆日报》新闻报道320篇、政策法规45篇,借助典范模型,建构纵横交织的国家通用语言文字推广路径模型体系:涵盖分析现状、精准定位、建构机制、精准施策四个纵向路径与营造环境、挖掘资源、科技赋能、举措协力四个横向路径。通过建构实践路径模型,以期固化主副责任、深化部门协同、细化任务目标、优化政策供给、扩大推广效果。The National Language and Script are the cultural cornerstone for sovereign states to ensure national unity,eliminate communication barriers,enhance cultural identity,accelerate information sharing,and promote"standard education".It is the foundation for the unity,harmony,prosperity,and long-term stability in Xinjiang,as well as an effective focus for optimizing talent resources and enhancing digital intelligence capabilities.It has a profound impact on the high-quality development and high-level security process in Xinjiang.The text uses Grounded Theory to encode and induce 150 highly cited articles from China National Knowledge Infrastructure,320 news reports from Xinjiang Daily,and 45 policies and regulations in Xinjiang.With the help of exemplary models,a cross-linked model system for promoting the National Language and Script is constructed,covering four vertical paths of current situation analysis,precise positioning,mechanism construction and precise policies implementation,as well as four horizontal paths of environment creation,resources mining,technological empowerment and collaborative measures.By constructing a practical path model,this paper aims to solidify primary and secondary responsibilities,deepen departmental collaboration,refine task objectives,optimize policy supply,and expand promotion effectiveness.
