摘  要:傅葆琛社会教育理论与实践主要经历了华工教育时期、民众教育时期和抗战时期几个阶段。傅葆琛认为我国社会教育历史悠久,源于宋代时期社学,几经演变,从通俗化教育发展为普及教育、识字教育、平民教育。社会教育与学校教育同等重要,对于个体发展和社会进步具有重要作用。社会教育与民众教育、成人教育、识字教育、通俗教育、补习教育(补充教育)、扩充教育(推广教育)既有联系又有区别。基于社会教育内容和举办机构性质、范围、实施形式等标准,傅葆琛对社会教育进行了多种分类。傅葆琛主张平等对待社会教育与学校教育,社会教育与学校教育相得益彰,在教育行政组织架构上设置与学校教育平行的社会教育管理机构,经费投入应等于甚至高于学校教育以及系统改进社会教育组织。傅葆琛先后在江苏省立教育学院和华西大学乡村建设系,培养和训练了大批社会教育人才,以谋社会教育的普及,注重社会教育的实验和研究。傅葆琛社会教育理论与实践对于推动民国时期社会教育发展、拓展和丰富社会教育理论具有一定的历史价值,特别是关于社会教育的重要认识与改革主张,对于当今推动泛在可及的学习型社会建设仍具有一定的现实意义。Fu Baichen's theories and practices in social education mainly went through several stages:Chinese laborer education,mass education,and the Anti-Japanese War period.Fu Baichen believed that social education in China has a long history,originating from the'shexue'schools of the Song Dynasty,which evolved from popular education to universal education,literacy education,and adult education.Social education is equally important as school education and plays a crucial role in individual development and social progress.Social education is both related to and distinct from mass education,adult education,literacy education,popular education,remedial education(supplementary education),and extension education(promotional education).Based on criteria such as the content of social education,the nature,scope,and implementation forms of the organizing institutions,Fu Baichen categorized social education in various ways.He advocated for equal treatment of social education and school education,suggesting that social education should complement school education.He proposed setting up parallel management bodies for social education within educational administrative structures,with funding equal to or exceeding that of school education,and systematic improvements to social education organizations.Fu Baichen trained numerous social education talents at Jiangsu Provincial Institute of Education and the Rural Reconstruction Department of West China University,aiming to promote social education,emphasizing experiments and research in this field.Fu Baichen's theories and practices in social education have significant historical value in promoting social education during the Republic of China era and enriching social education theory.His insights and reform proposals on social education still hold practical significance today for building an inclusive,accessible learning society.
