摘　　要：明确高职院校数字治理的实践向度是实现“数治职校”的基本前提。基于技术-制度视域下的分析框架,以15所高职院校为案例,通过文本分析和案例比较发现,在技术赋能治理方面,数据驱动初见成效,融合质量尚待提升;平台业务基本覆盖,技术监管缺乏保障;整合资源一网通办,赋能范围传统受限。在制度嵌入治理方面,机制创新重视体系协调,多元互动失范;管理架构强调联动融通,共享边界模糊;职能转变坚持服务本位,数字配套不足。据此,“数治职校”的实现需要从技术科学赋能和制度有效嵌入两个维度优化“标准+放权”的顶层设计,健全智能包容决策机制;坚持“精简+监管”的运行原则,重构共享实效管理体制;深化“个性+配套”的建设标准,优化精准集成服务体系。Clarifying the practical orientation of digital governance in China's higher vocational colleges is of great value to the realisation of"digital governance for vocational colleges".Based on the analysis framework in the perspective of technology-institution interaction,and taking 15 higher vocational colleges as cases,through text analysis and case comparison.It's finds that in terms of technology-enabled governance,data-driven initial results have been achieved,but the quality of integration has yet to be improved;platform business basically covers,but technical supervision lacks guarantee;integration of resources for one network,but the scope of empowerment is traditionally limited.In terms of system embedded governance,mechanism innovation attaches importance to system coordination,multi-dimensional interaction is out of order;the management structure emphasises linkage and integration,sharing boundary ambiguity;functional transformation adheres to the service orientation,digital support is insufficient.Accordingly,the realisation of"digital governance for vocational colleges"needs to be optimised in two dimensions:the effective empowerment of technology and the effective embedding of systems.Firstly,the top-level design of"standard+decentralisation"should be optimised to improve the inclusive and intelligent decision-making mechanism;secondly,the operating principle of"streamlining+supervision"should be adhered to to reconstruct the sharing and effective management system;and lastly,the construction standard of"individuality+support"should be deepened to optimise the precise and integrated service system.Deepen the construction standard of"individuality+support",and optimise the precise and integrated service system.
