摘 要:国家智慧教育公共服务平台汇聚海量优质教育资源,在推进教育数字化及数字资源公共服务体系建设中至关重要,为全民终身学习提供了新的契机。为了在终身学习视域下探索地方政府建设智慧教育平台的策略,通过词频分析得到影响智慧教育平台建设成效的关键要素,构建包含数字素养、资源供给、应用服务、教育经费、数字化程度的五维分析模型。基于此,运用模糊集定性比较分析方法对18个试点省份的地方智慧教育平台建设效果进行系统比较,挖掘各要素影响平台建设成效的组合效应,并有针对性地提出推进策略:第一,资源托底,主抓资源供给力度再求全面协同发展;第二,服务牵引,拓展应用服务水平推动学习生态重塑;第三,技术赋能,加强数字建设以谋划创新融合方式;第四,经费增效,发挥经费投入效益聚焦关键作用领域。The National Smart Education Public Service Platform has gathered a vast amount of high-quality educational resources.It is thus of vital importance in promoting digitalization of education and the construction of the public service system for digital resources,providing new opportunities for lifelong learning for all citizens.In order to explore the strategies of local governments in constructing smart education platforms from the perspective of lifelong learning,key elements influencing the construction effectiveness of smart education platforms are obtained through word frequency analysis,a five-dimensional analysis model having been constructed,which includes digital literacy,resource supply,application services,educational funds,and the degree of digitalization.Based on this,the fuzzy-set qualitative comparative analysis method is used to systematically compare the construction effects of local smart education platforms in 18 pilot provinces to uncover the combined effects of various elements on the construction effectiveness of the platforms,and targeted promotion strategies are proposed.Firstly,relying on resources as the foundation,focusing on strengthening the intensity of resource supply to be followed by pursuing comprehensive and coordinated development.Secondly,services taking the lead,expanding the level of application services to promote the reshaping of the learning ecology.Thirdly,technology empowerment,improving the degree of digital construction and plan innovative integration methods.Fourthly,enhancing funding efficiency,giving full play to the effectiveness of fund investment and focusing on key areas of action.
