摘　　要：近代乡村小学教师聘任是制约乡村教育发展的核心问题之一。乡村教育经费主要由民间自筹的办学模式决定了村长对乡村小学的控制权,所以在华北乡村小学教师的聘用权掌握在村长手中。村长把持教师聘用权产生了很多弊病,直接导致乡村小学教师谋职难、教师任期短且更替频繁。职位无保障使得乡村教师不能安心从教,严重地制约了近代华北乡村小学教育的发展。The appointment of elementary school teachers is one of the core issues hindering the development of rural education.The funding for rural education is mainly determined by the self financing model of the private contributions,which determine the village head's control over rural primary schools.Therefore,in Northern China,the right to hire rural primary school teachers is in the hands of the village head.The control exerted by village heads over teacher appointments has led to numerous problems,directly resulting in difficulties for rural elementary school teachers in seeking positions and frequent turnovers due to short tenure.The lack of job security has made it difficult for rural teachers to focus on teaching,seriously restricting the development of modern rural primary education in Northern China.
