政策工具视角下南非高等教育国际化的战略及启示

摘　　要：基于麦克唐纳尔和艾莫尔的政策工具分类理论框架对《南非高等教育国际化政策框架》进行文本分析,探讨南非在全球化背景下推动高等教育国际化的政策取向和战略选择。研究发现,南非政府在制定和实施高等教育国际化政策时,既注重顶层设计和规范性保障,又强调灵活性和包容性,力求通过政策工具的综合运用,提升南非高等教育的国际竞争力,并促进教育的普惠性和质量保障。对中国高等教育国际化政策制定的启示是:通过构建面向中国式现代化的高等教育国际化战略、协调政策设计的制度性与灵活性、推动高等教育国际化的普惠性、加强国际化进程中的质量保障,以实现我国高等教育国际化的全面高质量发展。Based on the theoretical framework of policy instrument classification by McDonnell and Elmore,this paper conducts a textual analysis of the Policy Framework for the Internationalization of Higher Education in South Africa,and explores the policy orientations and strategic choices of South Africa in promoting the internationalization of higher education against the backdrop of globalization.The study finds that when formulating and implementing the policies for the internationalization of higher education,the South African government not only attaches importance to top-level design and normative guarantees,but also emphasizes flexibility and inclusiveness.It strives to enhance the international competitiveness of South African higher education and promote the inclusiveness and quality assurance of education through the comprehensive application of policy instruments.The enlightenments for the formulation of policies on the internationalization of higher education in China are as follows:by constructing a strategy for the internationalization of higher education oriented towards Chinese-style modernization,balancing the institutional nature and flexibility of policies,promoting the inclusiveness of the internationalization of higher education,and strengthening the quality assurance system,so as to achieve the comprehensive and high-quality development of the internationalization of higher education in China.
