摘 要:《教育强国建设规划纲要(2024—2035年)》将“构建泛在可及的终身教育体系”确立为教育强国建设的重点任务,这标志着我国的终身学习进入新阶段。历经半世纪的探索与实践,终身学习逐渐从政策愿景转化为社会行动。《纲要》中的终身学习是贯穿人生全程、以人的全面可持续发展为旨归、以实践生成为机制的学习活动,具有学习主体的全民性、学习时间的终身性、学习空间的泛在性、学习方式的个性化和知识经验的主体化等特征,其与终身教育关系密切。《纲要》部署了一系列推动终身学习高质量发展的关键举措,包括构建泛在可及的终身教育体系、建设学习型社会、提升终身学习公共服务水平、构建终身学习制度、建设学习型城市和学习型社区、加强学习型社会数字基础设施建设等方面。作为推进终身学习的重要主体,开放大学应积极贯彻落实《纲要》精神,以终身学习为视阈,促进各级各类教育的协同发展;以数智技术为手段,构建融会贯通的终身学习网络;以社区教育为抓手,推动全民终身学习的泛在可及;以终身发展为导向,开发创设多样化的课程服务,从而赋能终身学习的高质量发展。The 2024-2035 Master Plan on Building China Into a Leading Country in Education(hereinafter referred to as the“Outline”)has established“building a ubiquitous and accessible lifelong education system”as a key task in the construction of an education strong country,marking a new stage in the development of lifelong learning in China.After half a century of exploration and practice,lifelong learning has gradually transformed from policy vision to social action.The lifelong learning in the Outline is a learning activity that runs through the entire life process,with the goal of promoting comprehensive and sustainable human development and the mechanism of practical learning.It has the characteristics of universal learning subjects,lifelong learning time,ubiquitous learning space,personalized learning methods,and subjective knowledge and experience.It is closely related to lifelong education.The Outline deploys a series of key measures to promote the high-quality development of lifelong learning,including building a ubiquitous and accessible lifelong education system,constructing a learning society,improving the level of public services for lifelong learning,establishing a lifelong learning system,building learning cities and communities,and strengthening the construction of digital infrastructure for a learning society.As an important entity in promoting lifelong learning,open universities should actively implement the spirit of the Outline,take lifelong learning as a perspective,and promote the coordinated development of education at all levels and types;Using digital technology as a means to build a comprehensive lifelong learning network;Using community education as a starting point to promote universal and accessible lifelong learning for all;Guided by lifelong development,develop and create diverse curriculum services to empower high-quality development of lifelong learning.
