破解应用型大学高质量发展密码——基于北京联合大学的办学实践

摘　　要：成立40年的北京联合大学,构建了服务超大城市需求的高水平应用型大学发展范式。本文基于历史制度主义视角,系统梳理其通过学科交叉融合、多路径培养模式创新、精准化人才培养、集约化资源配置及党建引领赋能等核心机制,破解地方高校学科分散、资源约束、层次待提升等发展困境的实践逻辑。研究发现,学校通过建立“首都需求—学科响应—人才培养”闭环机制,形成了“基础学科稳、应用学科强、交叉学科新”的学科生态;构建了“OBE理念引领、产教深度融合、五育并举协同”的立体化培养体系,将中等生源转化为服务首都“四个中心”建设的优质人才;创新“制度保障+技术赋能+社会协同”资源配置模式,实现了从“资源依赖”到“资源创造”的效率革命;强化党建与业务深度融合,构建了“党委统筹、制度支撑、文化浸润”的治理格局。研究揭示,地方高校高质量发展的核心密码在于:坚持区域服务导向,以制度创新激活学科融合动能,以产教协同深化人才培养特色,以党建引领破解治理难题。北京联合大学的办学实践为新时代应用型大学分类发展、内涵式发展提供了“联大范式”,彰显了地方高校在服务国家战略中实现跨越式发展的可行性路径。Over the past 40 years,Beijing Union University(BUU)has developed a model for the advancement of high-level application-oriented universities that meet the needs of megacities.From the perspective of historical institutionalism,this study has systematically analyzed BUU’s practical logic in addressing common challenges faced by local universities,such as disciplinary dispersion,resource constraints,and difficulties in upgrading their status,through core mechanisms including interdisciplinary integration,innovation in multi-path talent cultivation models,centralized and targeted resource allocation,and empowerment through Party-building leadership.This study has found that BUU has established a closed-loop mechanism linking“capital needs,disciplinary responses,and talent cultivation”,thereby creating a disciplinary ecosystem characterized by“stable foundational disciplines,strong applied disciplines,and emerging interdisciplinary disciplines”.It has built a three-dimensional talent cultivation system guided by the concept of“Outcome-Based Education(OBE),deep integration of industry and education,and the holistic development of moral,intellectual,physical,aesthetic and labor education”,successfully transforming students with moderate academic backgrounds into high-quality talent contributing to the construction of Beijing’s“Four Centers”.It has also pioneered a resource allocation model combining“institutional guarantees,technological empowerment,and social collaboration”,achieving an efficiency revolution from“resource dependency”to“resource creation”.Lastly,it has strengthened the deep integration of Party building and business operations,establishing a governance structure characterized by“Party committee leadership,institutional support,and cultural immersion”.The study has revealed that the core code for the high-quality development of local universities lies in adhering to a regional service orientation,stimulating interdisciplinary integration through institutional innovat
