摘　　要：关于V.I.Arnold问题中的平面三次系统高次奇点附近拓扑结构的系数条件,至今所见文献甚少。本文讨论了平面齐三次系统的局部拓扑结构,并给出利用系统右端多项式系数的判断准则。尤其指出系统中心、焦点的判别,是目前人们最感兴趣的问题之一。Until now, studies about coeffcient condition of topological structure near the higher degree singular Point, for plane cubic system on the V. I. Arnold's problem, have not been heard of yet. In this paper, we discuss the local topological structure of plane homogeneous cubic sytem. And give a criteria by the right-hand polynomial coefficients. Especially, criterion of center or focus of system will certainly interest all.
