摘　　要：新形势下实施以培养、吸引和用好人才为核心的人才战略是应对入世挑战、增强综合国力的根本保障。人才战略的实施 ,对高校人力资源开发与管理工作提出了新的更高的要求。高校人力资源开发与管理由此产生了新的重心 。In the new situation, the strategy of training, attacting and exploring talents is a safeguard against international challenge after China′s entering WTO, and is also a guarantee to the promotion of China′s overall national power. This strategy of talents will make still greater demannds on the development and management of human resource, in which colleges and universities plays an important role.
