湖北省卫生人力资源情境分析

摘　　要：目的　对湖北省卫生人力资源的现状进行分析和评估 ,探讨改善卫生人力质量及分布结构的对策。方法　采用回顾性分析方法 ,对湖北省 1 952～ 2 0 0 0年卫生人力状况进行描述性分析 ,并采用聚类分析和秩和比评价法对卫生人力资源进行综合评价。结果　 1 952～ 2 0 0 0年湖北省卫生人员数量由3 57万增至 30 1 4万 ,卫生人员及卫技人员数平均年递增 2 41 %和 2 44% ;2 0 0 0年千人口拥有卫技人员、医生及护师 (士 )数分别为 4 0 2人、1 74人和 1 0 3人 ,医生护士比为 1 32 ,医生防疫人员比为 9 91 ;武汉市、黄石市等 6个城市卫生人力资源综合评价较优。结论　湖北省卫生人力资源呈增长趋势 ,总体数量趋于饱和 ,但存在素质不高。Objective To analyze and evaluate the current situation of health human resources in Hubei Province and explore strategies for improving their quality and distributional structure. Methods A descriptive analysis was made of the situation of health human resources in the province from 1952 to 2000 via retrospective analysis and a comprehensive evaluation was conducted via cluster analysis and rank sum ratio. Results From 1952 to 2000 the number of health personnel in the province rose from 35.7 thousand to 301.4 thousand, the average yearly increase of health personnel and health technical personnel being 2.41% and 2.44%; in 2000 the number of health technical personnel, doctors and nurses per thousand people was respectively 4.02, 1.74 and 1.03, the ratio of doctors to nurses being 1.32 and the ratio of doctors to antiepidemic personnel being 9.91; the result of the comprehensive evaluation of health human resources in 6 cities including Wuhan and Huangshi was pretty good. Conclusion Health human resources in the province have shown a tendency to increase and the total quantity is close to saturation. However, there still exist such problems as low quality and unbalanced distribution of health human resources between regions and specialties.
