针对“非常福利”缺陷的国有企业改革

摘  要:国有企业的"非常福利"及其谋求"非常福利"的行为倾向 ,衍生于僵化的"福利保障""终身雇用"和"铁饭碗"体制。自"改革开放"以后 ,伴随权利"分享格局"的形成 ,国有企业的"非常福利"倾向更趋严重 ,致使国有企业曾一度陷于普遍的亏损困境。在目前条件下 ,国有企业改革的重要方面之一 ,是解除"铁饭碗"体制 ,重构劳动就业关系 ,实现"福利保障"Since the state owned enterprises were set up, they have been taking on the extra work of providing 'welfare & security' and lifelong employment for the working class. Soon afterwards, the permanent employment system has led to 'iron rice bowl-a secure job' system. All of these were formed in the political processes, further more, the welfare beyond the ordinary - 'out of the ordinary welfare 'and the 'self service' gave rise to a particular structure of social relations within the state owned enterprises and got state owned enterprises trapped in an unfavorable situation. We hold that the state owned enterprises should reform the 'welfare & security' 'iron rice bowl-a secure job' and employment system.
