摘 要: 在我国社会经济的转型时期,流动人口的子女教育和流入地常住人口的子女教育相比,在入学机会、教育过程和学业成就等方面都存在着一些不公平的问题。导致不公平问题出现的原因,主要是我国教育结构、二元社会结构的调整相对于二元经济结构变化的滞后,教育资源配置不合理,以及学生家庭背景的不同等等。要解决流动人口子女教育公平问题,当务之急是要从控制学生流动、严格入学手续,改善办学条件、拓宽办学渠道,严格收费标准、规范收费管理,提高教师和教育管理人员的平等意识等方面入手,切实保障流动人口子女平等受教育的权利。从长远来看,必须改革我国的户籍制度,打破教育二元结构,同时,还要积极发展贫困地区的教育,以缩小地区间的差别。During the transformation period of Chinese economy,there are some unfair problems existed between the moving populations' children and the unmoving populations' children at the aspects of the chance of enroll,education process and leaming achievements.The reason primarily resulted from the chinese educational structure,the adjustment of social structure is stagnated to the variation of economic structure,unfair allocated to the sources of education and the varied background of each family.How to deal with such problems,the crucial way is to control the moving students,strict the process of enrolls,promote the condition of education,expend the sources of education,rigid the criterion of money collect,enhance the fair consciousness of teachers and managements,practically protect the fair rights of moving populations' children.In a long view,Chinese domicile system must be reformed,and smash up the binary structure of education,as well as actively promote the education in the impoverished area to reduce the difference between regions.
