摘  要:全面推进素质教育是振兴中华民族的战略决策。在实施素质教育过程中 ,转变观念是先导 ,提高质量是生命 ,优化素质教育管理是关键。如何优化教育管理 ,其制约管理运行的基本要素是什么 ?作者在本文中提出了六大组成部分 :优化教育管理思想 ,校长专家化 ,决策民主化 ,运行科学化 ,监督法制化 ,管理手段现代化。Giving impetus in an all-round way to the quality education is a strategic decision for promotion of the Chinese nation. In the course of carrying the quality education, change in concept is the precursor, quality improvement is the aim, and optimization of the quality management is the heart of the matter. How can we optimize education management and what are the key factors in the management? In this paper, the author raises six key factors which are optimization of the education management ideology, specialization of the university presidents or chancellors, democratic decision making, rationalization of the operation, legalization of the supervision and modernization of the management means. The six key factors are analyzed and discussed in the paper in detail.
