摘　　要：本文探讨了新建地方本科院校的职能定位、规模定位和结构定位问题。文章认为 :新建地方本科院校必须全面体现三大职能 ,把三大职能作为一个统一的整体看待 ,不可顾此失彼或加以分割 ;在提高生师比和生员比以及提高系和专业规模的基础上 ,以效益为核心实现适度办学规模 ;在层次结构上除举办本科教育之外 ,要积极举办专科层次的高等职业技术教育。办学科结构和形式结构上 ,要向综合化和多样化方向发展。This essay discusses the orientation of the function the scale and the structure of the new-founded local undergraduate college The ideas of this essay are:the new-founded local undergraduate college must reflect three main functions and regard them as a whole which can now be divided up and neglected;and it must carry out the adequate school scale in the core of benefit on the basic of improving proportion between teachers and student proportions between teachers and enlarging the scale of departments and specialties;as for the arrangement structure,the new-founded local undergraduate college should actively hold the altitude profession technical education on the level of vocational training except the undergraduate education;as for the subject structure and the form structure,it should develop towards colligation and diversification
