论公仆人格及其冲突与调适

摘　　要：公仆人格是指作为国家公职活动主体的承担者 ,在其职业劳动过程中形成的优良的情感意志、合理的智能结构、稳定的道德意识和个体的内在的行为倾向性 ,是公仆行为规范与人的个性化发展的辩证统一。它具有组织人格与个体人格二重属性 ,二者是统一的 ,但由于公仆主观原因和社会政治、经济和历史文化等客观环境的影响 ,二者又常常产生对立和冲突 ,主要表现为价值观念与行为方式的冲突 ,组织依附与个性独立的冲突 ,行政人格与经济人格的冲突 ,公仆职权与其公民权的冲突等等。调适这些冲突必须从加强思想教育。Personality of Public Servant is the fine feeling and will, the rational intellectural structure, the stable moral consciouseness and the inner behavior trend of government functionary, is dialectical unity of Public Servant standard and one's personality. It is of dual character of organizational and individual personality, between which usually occurs conflicts, such as the conflict between values and behaviour, attaching oneself to organization and being independent character, administrative personality and ecnomic personality, authority and civil rights. To reconcile the conflicts, we have to enhance ideological education, perfect the system and cultivate the culture of public servant.
