营造四川吸引IT人才的软硬环境机制

摘　　要：本文主要论述了四川吸引IT人才应从优化软环境和硬环境两个方面营造机制 ,指出建设软环境机制是前提和关键 ,建设硬环境机制是基础和保证 ,提出了努力营造软硬环境 。This article discusses Sichuan should create the mechanism from the aspects of optimizing the soft and hard environment which aims to attract talents.It points out it is premier and crucial to construct the mechanism of soft environment, basic and guaraneteed to build hard environment.It proposes the viewpoint of making efforts to create soft and hard environment in order to attracting IT talents.
